Its main functions are: planning and implementing the economic-fiscal policy of the State of Israel, regulating economic and business activity in the economy, determining the annual state budget for government activities and distributing it to the various government ministries, and managing state revenues and collecting direct and indirect taxes.
The office is also entrusted with the activities of all government companies, the determination of wage policy and labor agreements in the public sector, and the management of state assets. The office even supervises central bodies in the capital market.
Several divisions operate in the Ministry of Finance: the Budget Division, the Accountant General Division, the Wages and Labor Agreements Division, the Chief Economist Division – State Revenue, Research and International Relations.
In addition to these departments, the Tax Authority, the Capital Market Authority, Insurance and Savings Authority, the Government Companies Authority and a number of other trust units are also subordinate to the Ministry.

נעם טור-פז הוא עובד במחלקת כלכלה ומדיניות במינהל הרכש הממשלתי החל משנת 2020. הוא בעל תואר ראשון בפכ”מ (פילוסופיה, כלכלה ומדעי המדינה) ותואר שני בתכנית המצטיינים – מדיניות ציבורית, במסלול כלכלה ציבורית, מהאוניברסיטה העברית בירושלים. במסגרת עבודתו במינהל הרכש הממשלתי, עוסק נעם במודלים כלכליים מורכבים במכרזים, פיתוח, למידה והפצה של ידע הנוגע לכלכלת רכש, אנליזות על נתוני רכש ועוד. נועם בן 29 מתגורר בירושלים.
עובדת במחלקת כלכלה ומדיניות במינהל הרכש הממשלתי החל משנת 2023. בעלת תואר ראשון בכלכלה ומינה עסקים ובימים אלו לומדת תואר שני במינהל עסקים בהתמחות מערכות מידע. המחלקה הכלכלית במינהל הרכש הממשלתי עוסקת בבניית ופיתוח מודלים כלכליים במכרזים, אנליזות על נתוני רכש ויישום רכש מרכזי המשמש את כלל משרדי הממשלה.
